Red areas are the current NYCHA projects all over New York City. Most of the NYCHA developments were built during the period of 1945 to 1965 when Robert Moses started changing the city by clearing the old slum tenements and converting it to a modern city. Most of the projects were built under the popular idea of modernists at this time, with tower in the park style having over 1000 apartments per tower-unit.

The NYC Commissioner’s Plan, which was adopted in 1811, became the basis for the development of Manhattan in the 19th century. One interesting aspect of it is the orientation of the blocks. The large sides of the  blocks were facing at south-north in order to help commercial traffic along east-west streets.
In this tissue where NYC life is taking place the NYCHA projects sited all over Manhattan. They seem they could work as a different city within another. Having the cores ready and by incorporating the network among them, the system could work as an individual layer where social and economical needs are common.
